Your plan is actually in use in a small hospital in Massachusetts.  It was 
implemented after a formalin spill in the OR that occured when a consulting 
team was in residence in anticpation of several post merger inspections.  
They weren't as cool, calm and collected in the face of an actual rather 
large spill.  If there had not been toxic fumes,involved it would have been 
quite amusing to watch.
