Any slightly alkaline aqueous  solution will do. A few drops of ammonia in water or 1/10 solution of saturated lithium carbonate for example.

Hi, Histonet.  Very simple question.  My lab. run out Blue reagent.  If I want to H&Estain,  can I get good stain just run tape warm water by add one drop sodium Hydroxide?  Thanks.
