Our employer encourages us to do official salary surveys.  They don't want to pay more than they have to, but to attract techs we have to pay a comparable wage.  Otherwise, if we fall behind the curve people will start leaving for higher paying jobs.  

Now most places don't strive for excellence in the salary department.  They are perfectly happy to stay at the 50th percentile no matter how much you insist that to get good techs you have to spend good money.
