The blocks will only bounce forward if a) you've put a tray under the
table/cabinet to catch the block and b) "bouncing forward" means they land
under your chair out of sight or under your foot as it's coming down.

Another instance of Applied Murphyology. (Note that a corollary of AM is
that you can't count on it. Otherwise you'd be able to Do The Opposite,
then things wouldn't go wrong.)
