You may want to look into purchasing formalin concentrate.  VWR
International sells it in Canada.  The item number is R04669-02.  It makes
45 liters.  Buying formalin in this form is easier for making large
quantities and will guarantee consistency.

To those who make up their own formalin:

What recipe do you use for morgue formalin that is easily made up in large
volumes!?  We need a consistent, easy to prepare recipe for formalin for
our
autopsy suite.
