That is totally incorrect, you can ppt the silver out of an ammonical
solution with the salt, and neutralize with a bit of acid.
Have used salt precipitation, but it must be submitted to a chem
safety lab for collection or saved for collection.  The heavy metal, silver
is still in the solution that is being dumped in the form of silver
chloride and still considered a no no for drain dumping.   As for
neutralizing the solution, acid should be added to neutralize the base
(ammonia) in ammonical solutions, until a litmus paper shows pH 7.
