Hi Vinnie: thanks, I think the basic problem for the hospital is that the law is strictly liability, so whether or not you do it out of ignorance or deliberately with malice, you still get fined. I should have added the usual disclaimers that this is MY interpretation and should not be considered the last word on the law.
