Is it possible that your numbers need to be adjusted?  If there are several techs well below the numbers that you are using to evaluate their competency, perhaps the average needs to be adjusted. It is unreasonable to assume that everyone will be able to produce even close the same amount of work.  There are different techniques that everyone has, as well as varying levels of what each tech views as an acceptable slide to submit for staining.  Some techs are EXTREMELY critical of their work and will spend quite a large amount of time attempting to produce a "perfect" section.  Maybe the best way to get the slower techs up to a level which you find acceptable would be to have them attempt assimilation of the techniques which the speedier techs employ.  Have them sit down and watch how the faster techs cut.  One can learn much from observation.
