You hit the nail on the head!!  As long as the work gets done, management
believes there are no problems.  Without fail, it will come to a crisis
situation before something is done or they will wind up driving histotechs
away thinking that they just grow on trees and we can simply go pick a few
more at our leisure when the time comes.  
 
Are histotechs really so inconsequential that they don't merit some
attention?  Who knows.  To re-iterate, as long as you get the work out in
some fashion, don't expect any added personelle.

Don't even count on 20%.  Over the last five years I showed a 226% increase
from 8500 slide to 24000 with no additional staff  (We have 1.75 FTE).  The
hospital administration says, whats the problem, the work is getting done.
Why do we need more staff.  We also show  9% in overtime.  So good luck.
