I don't know about JCAHO, but I just went through a CLIA inspection and I
have my bases stored under a sink and the inspector didn't say anything.
Trust me, he told me not to store osmium tetroxide in my flame cabinet.  If
he thought that the bases should not be under a sink, he would have told me.
