Thank you Vinnie and Tere for taking the time to think about my staining
problem.  I wish I could submit a photo of one of my slides so you could
see what I am talking about!  All I can say in hopes of clarification is
the blue spots are light blue blobs, with the normal or a slightly lower
number of dark nuclei in them.  It's not a large number of nuclei
clustered together making the tissue blue.  It's just light blue
cytoplasm.  And the slides I've made have all had the blue spots in the
same places.
