We are using the following protocol for CD25 on formalin fixed, paraffin
embedded tissue

Antibody: CD25
Clone: 4C9
Manufacturer: Novocastra (distributed by Vector)
Pretreatment: Steam 40' in EDTA, pH8
Dilution: 1:1000   
Detection: Envision+
