Ethanol may be flushed down a sink so long as it is diluted with
enough water to lower the concentration to below 70%. This is to
raise the flash point.
Mind, this is for ethanol. If it's contaminated with fun things like
ferrocyanide or whatever, then the ferrocyanide or whatever disposal
rules apply.
