The document you want is ANSI Z358.1-1990 (there may be a more
recent revision). This is from the American National Standards
Institute, Inc., and is titled, "American National Standard for Emergency
Eyewash anad Shower Equipment". You can contact ANSI by phone at
(212)642-4900, or visit their website at
Alternately, you could contact the vendors/manufacturers of the
safety showers, and ask them for advice. They have to comply with
whatever standards exist, and in many cases, will list which standard
applies to any individual piece of equipment they make.
However, if what you want is a regulation saying whether or not you
need a safety shower at all, I'm not sure, but I would guess that what
you want is 29CFR part 1910, Occupational Safety and Health
Administration (OSHA), or possibly your local fire department.

All the above is assuming you are in the USA.

Good Luck
