CellMarque has a predilute IVD antibody for Factor XIIIa.

Calbiochem. Rabbit anti-human factor XIII subunit a.
Dilute 1:400 in PBS with 1% bovine serum albumin.
For FFPE tissues trypsin (I use Sigma tablets) digestion for 15-30 minutes is requires. HIER is too much and causes background.  
I just went to Calbiochem website and can't find the Factor XIIIa. Biogenex and Biocare Medical have one, just follow their dilution recommendations and my antigen retrieval recommendations and you should be alright. Feel free to email me if you have trouble, this is part of my research interest.
