We do release breast implants to the patient. A release form is signed by the patient. We first put formalin on the implant for 24 hours. We then wash the implant and heat seal in double bags. We label with the formaldehyde/biohazard label. I believe that there are procedures for sterilizing implants but the risk for creating leaks by breakage was accessed by our institution/risk management and we include the disclaimer on the release form. We are asked at times to photograph the specimens, but we don't routinely do this.
