Although I do not work in a hospital setting, the responsibilities described
seem more appropriate for a lab manager or even director, as some were even
beyond the level of supervisor.  I believe that as far as cost awareness and
ethical billing (and many other topics), a good tech might be able to have
some peripheral knowledge, but on a day to day basis I don't believe that a
conscientious manager would be comfortable with a tech who even tried to
assume some of those responsibilities.
