Bruce, 

You are not doing anything wrong, it is how the stain was made up. The
stain you are using contains light green (green collagen fibers) instead of
aniline blue (blue collagen fibers).  No sure if you can do this but but if
you make up your own stain, you can replace light green with aniline blue
and get the results you want OR use a one step Gomori's Trichrome stain -
slightly different formulation but you can use either light green or
aniline blue and requires postfixation of sections with Bouins before
staining.
