x-gal staining fixation

We have just started doing x-gal staining in our lab on frozen sections.  A 
researcher brought us b-gal positive control liver tissue to use to work out 
the stain.  Several of the protocols we looked up including those found in 
histonet archives use a prefixation step before freezing the tissue in liquid 
nitrogen.  We found out that the researcher did not do any prefixation and only 
froze the tissue before giving it to us.  Does anyone know how important this 
step is, and is this possibly the reason why we are not getting any staining???
