Firstly, you can't fix in paraformaldehyde, unless you roll the tissue in it, though even then I doubt it. You hopefully mean 4% formaldehyde.

As for the best way to transport the tissues, I would extend the fixation time, remember that tissue thickness is an important factor in adequate fixation.

Place the fixed tissues in a little 60% aqueous glycerol containing 1% formaldehyde. Just enough to keep the tissue damp. Seal the container, Fill in the required customs forms, if required and then send it off.

When you receive the tissue, rinse it in PBS and process as usual.
This should do the job.

Hi histo folk,
I have had a question raised about the transporting of tissues in
Paraformaldehyde.
We have some samples being sent from overseas that are going to be fixed in
4% Paraformaldehyde. The concern is with them staying in PFA and becoming
'over fixed'  and the suggestion is that they should be fixed in 4% PFA for
24 hours then left in PBS till they arrive here which could be weeks or
months and we have no idea of the temperature at which they may be stored!
My feeling is to leave them in Paraformaldehyde till they get here then wash
with PBS. I have gone through the over fixing business (as discussed
recently on the histonet) but others thoughts or past experience welcomed.
