Donna,
what type of decal solution is being used and how long are the sections in
the solution? 
	 I have had problems with many false negatives in decal blocks and
have also experienced  non-specific staining with decals.  We use Redecal
from StatLab Medical Products, it contains a 12.% % v/v HCL with 0.26% w/v
Disodium EDTA Dihydrate and have had better immuno results.  We've tried
Nitric Acid solutions and other commercial products, but we have good
success with Redecal.  StatLab's number is 1-800-442-3573.  Hope this helps.
