I have two suggestions:

Firstly, check the pH of the citrate buffer. We found that the pH would
drift with time and that was often the cause of poor staining.

Secondly, look at your antigen retrieval protocol.  We use the Novacastra
antibody, however, our retrieval method consists of using Dako's Target
retrieval solution in an Autoclave.
