Weigert and Verhoeff were different people.

Weigert's stain for elastic fibres and laminae is based on the
use of a dye formed by heating basic fuchsine, resorcinol and
ferric chloride. This is traditionally done in the lab, but
pre-made "resorcin-fuchsin" is also an article of commerce.
Weigert's method is quite different from Verhoeff's iron-iodine-
haematoxylin, which is easy to make and use, but also stains 
nuclei and myelin.
