The best way to scan 35 mm slide/negative film is by means of a good filmscanner. Good filmscanners use digital ICE, a method for 'digitally 'removing' most of the dust and scratches. For my own private use a have a Acer scanwit. When you're also download the shareware program Vuescan (www.hamrick.com). You get great results!
If you're EM B&W negatives also have the size of a 35 mm film, then it wont be any problem at all!
