I believe that unless the HT was doing gross before 1992 or so,  they have to be AA degreed (min).  IF they have been and HT and grossing tissue prior to that date,  they are grandfathered in and are qualified.  It is a CLIA regulation and you may want to find the CLIA regs and review.
