New Lab Setup - Vendors Welcome to Reply

Hi Everyone & Happy New Year!
 
I've been asked by one of the researchers to assist in a cost analysis of setting up a very small volume histology lab for his research so that he may process his own specimens rather than contracting out for service. 
 
Here are the specs - He would be doing a volume of approximately 30-40 blocks/day, with limited special stain and IHC procedures.  He's interested in doing it the cheapest way possible of course - purchasing some used equipment and leasing others.  He's also interested in the amount of lab space required for this, including addressing any safety/regulatory concerns.
 
In addition to the costs involved, my main concern is to give him the necessary requirements to produce a good work environment for his tech so that she doesn't become overloaded with his expectations or overcrowded in the allotted space. 
 
Any input you might have would be greatly appreciated.
