Our institution went to issuing credit cards to each department and we do all
our ordering by phone using a credit card to pay with.  We still have to
reconsile our account each month.  It sure has made ordering a lot easier, no
more purchase request thru a purchasing department, as a matter of fact we don't
even have a purchasing dept. anymore.
