DEPARTMENT OF VETERANS AFFAIRS

Histopathology Technician, GS-646-7, $13.54 - $17.60 per hour.

TYPE OF APPOINTMENT: Permanent

WORK SCHEDULE: Part-time, 20 hours per week.  Tour of duty: Monday through
Friday, 4 hours per day.

NUMBER OF VACANCIES: One (1)

LOCATION: Pathology and Laboratory Medicine Service
VA Western New York Healthcare System, Buffalo, New York

DRUG TESTING: All applicants tentatively selected for VA employment in a
testing designated position (TDP) are subject to urinalysis screening for
illegal drug use prior to appointment.  Applicants who refuse to be tested
will be denied employment with the VA.

DUTIES OF POSITION: The incumbent will perform a variety of general and
complex histopathological procedures including specialized and delicate
techniques required in the preparation of tissue sections for pathological
examination.  The incumbent must be familiar with various fixatives used in
Laboratory Medicine including 10% neutral buffered formalin, zinc sulfate
formalin, prefer and B-5 fixative.  This knowledge has direct bearing on
dehydration, infiltration, sectioning and staining of fixed pathologic
specimens.  Must be  able to properly embed and orient fixed or frozen
tissue for achieving adequate paraffin or cryostat sections of appropriate
thickness suitable for routine and immunohistochemical studies.  Must be
familiar with the use of microtome for sectioning tissue.  The incumbent
will process, section and stain these embedded specimens.  Must be able to
work up and stain immunohistochemical sections 

Qualification Requirements:

Basic requirements:

(1) You must be a citizen of the United States.

(2) Experience:  One (1) year of specialized experience equivalent to the
GS-6 level that has equipped the applicant with the particular knowledge,
skills, and abilities to perform successfully the duties of the position,
and that is typically in or related to the work of the position to be
filled.

Knowledges, skills and abilities:

a. Knowledge of tissue processing techniques.
b. Skill in orienting and positioning minute and delicate tissue specimens.
c. Ability to operate and maintain a microtome and cryostat.
d. Ability to work independently and to complete tasks under time pressure
e. Ability to work up and stain immunohistochmical sections.

NOTE FOR CTAP AND ICTAP ELIGIBLES: To be determined "well qualified",
candidates must possess formal technical training, plus job experience in an
anatomic clinical laboratory setting.

PRIORITY CONSIDERATION; Department of Veterans Affairs (VA) surplus or
displaced employees requesting special selection priority consideration.  If
you are currently a VA employee who has received a Reduction-in-Force (RIF)
separation notice or a Certificate of Expected Separation (CES), you may be
entitled to special priority consideration under the VA Agency Career
Transition Assistance Program (CTAP).  To receive priority consideration,
you must:
Be a current VA career or career-conditional (tenure group I or II)
competitive service employee who has received a RIF separation notice or a
CES, and the date of the RIF separation has not passed, and you are still on
the rolls of the agency.  You must submit a copy of the RIF/CES notice to
the VA facility where the vacancy exists. 
 Be applying for a position that is at or below the grade level of the
position from which you are being separated.  The position must not have
greater promotion potential than the position from which you are being
separated.  Have a current (or last) performance rating of record of at
least fully successful or equivalent.  The full performance appraisal is not
required; however, the page showing your performance rating will be needed. 
 Be currently employed by the VA in the same commuting area of the position
for which you are applying for and are requesting priority consideration.
File your application by the vacancy announcement closing date and meet all
the application criteria (that is, submit the required documentation, etc.).
Be determined to be "well qualified" for the specific vacancy.

DISPLACED EMPLOYEES REQUESTING SPECIAL SELECTION PRIORITY CONSIDERATION
UNDER THE INTERAGENCY CAREER TRANSITION ASSISTANCE PROGRAM (ICTAP).  If you
are a displaced Federal employee you may be entitled to receive priority
consideration under the ICTAP Program.  To receive priority consideration,
you must:

- Be a displaced Federal employee.  The following categories of candidates
are considered displaced employees.  You must submit a copy of the
appropriate documentation such as RIF separation notice, letter from OPM or
your agency documenting your priority consideration status to the VA
facility where the vacancy exists.

- Current or former career or career-conditional (Tenure Group I or II)
competitive service employees who: received a specific RIF separation
notice; or separated because of a compensable injury, whose compensation has
been terminated, and whose former agency certifies that it is unable to
place; or retired with a disability and whose disability annuity has been or
is being terminated; or upon receipt of a RIF separation notice; retired on
the effective date of the RIF and submits a Standard Form 50 that indicates
Retirement in lieu of RIF," or retired under the discontinued service
retirement option; or, was separated because he/she declined a transfer of
function or directed reassignment to another commuting area.

- Former military Reserve or National guard Technicians who are receiving a
special Office of Personnel Management (OPM) disability retirement annuity
under section 8337(h) or 8456 of Title 5, United States Code; or,

- Be applying for a position at or below the grade level of the position
from which you have been separated.  The position must not have a greater
promotion potential than the position from which you were separated;

- Have a current (or last) performance rating of record of at least fully
successful or equivalent.  (This requirement does not apply to candidates
who are eligible due to compensable injury or disability retirement).  The
full performance appraisal is not required; however, the page showing your
performance rating will be needed;
Occupy or be displaced from a position in the same local commuting area of
the position for which you are requesting priority consideration; and,

- File your application by the vacancy announcement closing date and meet
