Because you want to be able to account for all pieces when embedding. If
you don't know how many you had to start with, you won't know how many
to look for when embedding and how many are lost or flipped away, etc.
The surgeon records the number of pieces and if more are submitted than
are reviewed, it could be a big problem! That would be my reason....
