The most cost effective place to buy saffron is from either an East Indian 
food store or a Health Food store.  It appears that most of the world's 
supply of saffron now originates in India, where it is still used quite a 
bit as a culinary spice.  Even so, it is quite expensive.  Do make sure you 
buy whole stigmata and not a powder.
