Along with Tom's requests, did you 

try different fixatives, different incubation times ie extended even
overnight, deteregents to increase permeability (just discussed along with
fixatives that help permeabilize - acetone 75%/ethyl alcohol 25% on
overnight air dried sections, fix 5 min RT, proceed.  

Are you using sensitive chromogens?? DAB+, with enhancer? NBT- BCIP for alk
phos system.  A kit that increases sensitivity - or picks up weak staining
antigens?  

And to answer another question, yes, we get antibodies made in house that
work with blotting assays, ELISA but not IHC.
