You should rehydrate the dried tissue in Ruffer's solution 50 parts water,
30 parts absolute alcohol, 20 parts 5% sodium carbonate (or 0.6 g sdoum
carbonate in 42 ml water, add 18 nl absolute ethanol), rehydrate 8 hours or
longer depending on size of tissue, the proceed to processing alochols.
The alcohol helps fix the tissue, 

This came from a paleopathology laboratory, M Zimmerman who also published
the technic in Laboratory Medicine 1976.
