I think this sounds funny - "Data" maybe officially obtained by your HR department, but as a person, can't you ask anything you want of anyone in any institution, unofficially, to build your own career? Would you get fired if you did it, and they found out? Is this a written policy that you read, agreed to, and signed off on when hired? Just Curious.

It is policy at our hospital that we cannot ask salary information from
other institutions. This data is gathered by our Human Resources
department. :(
